Teachers-and specifically what they know and are able to do in their teaching-are central in improving classroom instruction, and thus student learning outcomes. In most national systems, on-going professional development is key to making such improvements. This is the case with English-language teaching and learning, in which communication-focused language instruction, particularly at the middle and secondary levels, is central to current reforms in many countries throughout the world.
