Funding Agency
President's Alliance on Higher Education and Immigration

This agreement is part of a broader strategy for sustaining certain key aspects of the current work of the National Forum on Higher Education for the Public Good when the organization sunsets at the end of this calendar year. It outlines how the uLEAD network will be transitioned to the Presidents’ Alliance for oversight and management, and the research disseminated through the uLEAD online platform and various databases will become incorporated into a new online higher education immigration portal being developed under the leadership of the President’s Alliance.

The uLEAD network tracks state and institutional policies and other resources related to educational opportunities available to immigrant and undocumented students as they make decisions about postsecondary enrollment. The uLEAD network regularly monitors changes proposed or occurring at the federal, state and institutional levels. Through ongoing research conducted by students (many themselves undocumented) affiliated with the National Forum at U-M, an ongoing scan of legislative trends, judicial decisions, state and institutional practices are studied and reported to educators, policy makers, students and families. The uLEAD network was established at the National Forum over a period of seven years, supported by foundation grants and contracts. The work is overseen by Dr. John Burkhardt, Professor of Clinical Practice in the Center for the Study of Higher and Postsecondary Education, and his research team doctoral, master’s and undergraduate students at U-M.
